危廢暫存間使用規范指南

　　Guidelines for the use of hazardous waste temporary storage rooms

　　《危險化學品安全管理條例》于2004年1月8日由國家環保總局、公安部聯合發布自2005年以來該規定一直被沿用至今。根據我國現行的法律法規和標準要求制定本規范旨在加強對危險化學品的監督檢查。目前已頒布了相關法規及標準共計140余項。因此為了進一步提高企業對危險化學品的安全監管力度確保危化品生產企業順利實現工業化的可持續發展戰略目標特制定此規定。《中華人民共和國固體法》、《危險廢物經營許可證管理辦法》等文件也出臺了明確的規定但具體實施情況還需視實際情況而定。

　　The Regulations on the Safety Management of Hazardous Chemicals were jointly issued by the State Environmental Protection Administration and the Ministry of Public Security on January 8, 2004. Since 2005, this regulation has been in use to this day. According to the current laws, regulations, and standards in China, this specification is formulated to strengthen the supervision and inspection of hazardous chemicals. Currently, more than 140 relevant regulations and standards have been promulgated. Therefore, in order to further enhance the safety supervision of hazardous chemicals by enterprises and ensure that hazardous chemical production enterprises smoothly achieve the sustainable development strategy goal of industrialization, this regulation is specially formulated. The Solid Waste Law of the People's Republic of China and the Measures for the Administration of Hazardous Waste Business Licenses have also issued clear provisions, but the specific implementation situation still depends on the actual situation.

　　3. Monitoring and analysis methods for 4 main pollutants, with a concentration range of approximately 1/5 to 100 milligrams per liter; 6. Comprehensive identification of one or several subcategories (including physical properties); 7. Limits for the determination of organic solvent content at medium and low concentrations

　　二適用條件

　　II Applicable conditions

　　21適用本規定所稱危險廢棄物是指具有腐蝕性的液體、半固態和氣態兩種形態且不排除可能含有毒害成分或者感染其他危害特性可以在運輸和貯存過程中改變其用途或者導致事故發生時的直接或者間接排放物品以及接收者提供的信息資料。

　　21. The hazardous waste referred to in these regulations refers to corrosive liquid, semi-solid, and gaseous forms that may contain toxic components or have other harmful characteristics that can change their use or cause accidents during transportation and storage, as well as direct or indirect emissions and information provided by the recipient.

　　22本規程適用于一般工業固體廢物及其包裝物的產生、收集儲藏以及使用場所產生的危險廢渣等。

　　This regulation applies to the generation, collection and storage of general industrial solid waste and its packaging materials, as well as hazardous waste residues generated in usage sites.

　　23本規程所指危險廢棄物種類、流向及特點

　　The types, flow directions, and characteristics of hazardous waste referred to in this regulation

　　31易燃、易爆、有強烈腐蝕性和放射性等危險廢棄物。

　　31. Hazardous waste that is flammable, explosive, highly corrosive, and radioactive.

　　32反應殘留、揮發性強、溫度高、蒸氣壓高等特點。

　　The characteristics of 32 reaction residues, strong volatility, high temperature, and high vapor pressure.

　　33閃點>45°C的液態、粉狀和顆粒狀液體。

　　Liquid, powdered, and granular liquids with a flash point greater than 45 ° C.
